(Server-side) Customer Account Freeze Records Support Full Red-ink Offset

Scenario:
Previously, the order-based closing scenario only supported Partial Red-ink Offset for expenses. Now, full-amount red-ink offset is also available.

Feature:
The system provides APL functions to support red-ink offset for frozen records. For example, in order-closing scenarios, the offset processing varies depending on validation rules. Previously, only Partial Red-ink Offset was supported, but now full-amount red-ink offset is also enabled.
