Multi-dimensional Target Management Permissions
1. Target Value Permissions
1.1 Operational Permissions
1.1.1 Edit
- Target values can be centrally set by the Target Administrator role; the system provides this role by default.
- Ordinary employees may configure target values depending on the rule setting “Allow individuals to modify targets”:
- First: If the employee’s Role lacks Edit permission on the Target Value object, the employee cannot edit target values regardless of whether “Allow individuals to modify targets” is enabled.
- Second: If the employee’s Role has Edit permission on the Target Value object:
- If the rule enables “Allow individuals to modify targets”:
- Ordinary employees can edit their own targets. Managers can edit their subordinates’ targets. Dept. heads can edit targets of employees in their department and the department’s targets.
- Managers and dept. heads can edit any targets they have permission for, including target values of “My Responsibilities” persons shared with them.
- If the rule does not enable “Allow individuals to modify targets”:
- Ordinary employees cannot edit their own targets (managers and dept. heads cannot set targets for themselves either). Managers can edit subordinates’ targets. Dept. heads can set targets for employees in their department (a dept. head cannot set the department’s own targets).
- Managers of upper-level departments can set targets for lower-level departments.
- Targets of “Shared With Me” persons cannot be edited.
- If the rule enables “Allow individuals to modify targets”:
1.1.2 Import / Export
- Grant the Role the Target Value “Import” and/or “Export” permissions to allow these actions.
1.1.3 Target Value Menu Access
- The Target Value menu entry is visible only if the Role has View permission on Target Values.
1.2 Data Permissions
1.2.1 Whose Target Values Are Visible
- Visibility depends on which object data the user can see for Person / Account / Products / Partners.
- Person: Beyond Org Structure permissions (see My Responsibilities, My subordinates, Dept. visibility), access to a person’s data via sharing grants visibility to that person’s target values. Example: If Ye Mingzhu is not the head of Sales but needs to view Sales department targets and achievements, sharing Sales department Person data with Ye Mingzhu lets them see Sales targets on the Target Value list and in Charts (Statistic Chart) they can view Sales targets and completion values.
- Account: If a user can see an Account on the Account list, they can see that Account’s target values.
- Products: If a user can see a Product on the Products list, they can see that Product’s target values.
- Partners: If a user can see a Partner on the Partners list, they can see that Partner’s target values.

1.2.2 Which Target Rules Are Visible
- Target rules that apply to Me, My Subordinates, and My Responsibilities (including Person / Account / Products targets I can see) are available where applicable. However, within each visible rule, users can only view target value data for which they have data-level permissions.
1.3 Target Administrator Role
- Employees assigned the Target Administrator role can view and operate all company target rules and target values on the front end. This role fits scenarios where a designated person centrally manages company targets.

- If this role also needs back-end management rights for Target Rules, grant the role management permissions under Role Permission Management > Manage Functional Permissions by adding management rights for the Target Rules function and assigning that management Role to the Target Administrator.
