After uploading an outbound change set, the target environment can receive and deploy the configuration changes.
[!WARNING] Lock rules after upload, status names, and selectable target environments require manual review.
Before you begin
- The outbound change set has been created.
- The change set components are confirmed complete.
- Dependent components have been checked.
- The target environment allows receiving inbound changes.
Step 1: Open the change set details
- On the Outbound Change Sets page, find the target change set.
- Click the change set name to open the detail page.
Step 2: Review the component list
- In the Components area, view all components.
- Confirm that no unrelated components are included.
- Confirm that dependent components are included.
Step 3: Select the target environment
- On the change set detail page, click Upload.
- In Target Environment, select the environment to receive the change set.
- Review the upload prompt.
You can also click Upload on the list page to upload the outbound change set to a related enterprise.
Step 4: Submit the upload
- Click Confirm Upload.
- Wait for the upload to complete.
- View the change set status.
Expected results and validation
After a successful upload, the target environment receives the inbound change set. The outbound change set in the source environment enters the Closed state.
[!NOTE] The original manual states that a pending-upload change set updates with environment metadata. After upload, the change set closes, and its components no longer update with source environment changes.
Status rules

You cannot add or remove components in a closed change set.
Restrictions during upload
An outbound change set cannot be edited, deleted, or copied while uploading.
People and department risks
Avoid creating people or departments in a sandbox. IDs of people and departments created in a sandbox may not match the production environment. Deploying metadata that includes people or department dimensions can produce unexpected results.
