Step 2 of Multi-Dimensional Target Management Process: Setting Target Values
I. Target Value Operations
1.1 Business Scenario Example - Employee Assessment
Configure target values for the “Employee Order Performance” target rule. For target rule configuration details, refer to Configure Target Rules (Scenario 1).
- Menu Navigation: Targets
- Note: Only users with “View List” permission for target values can access this menu.
- Select the target rule in “Target Rules” and click to enter the “Target Value Configuration” page.

- Target Value Configuration:
- The system auto-generates empty target values (no manual creation needed).
- Supports batch row/column editing or single-cell edits.
- Quarterly values auto-summarize monthly targets; annual values auto-summarize quarterly targets.
- Quickly apply aggregated targets as department targets (avoids manual entry for equal values).
- Delete targets for “Inactive” employees (department targets remain unaffected).

- Target Value Import:
- Bulk Add: Download template → Set values in Excel → Upload.
- Partial Update: Export existing data → Modify → Re-import (empty cells will overwrite existing values).

- Additional Features:
- Lock: CRM admins/target admins can lock values to prevent edits by regular users.
- Export: Download target values.
- Audit Log: Track changes for dispute resolution.
- View Rules: Check configured target rule details.
1.2 Business Scenario Example - Account Assessment
Configure target values for the “Account Sales Volume” target rule. Refer to Configure Target Rules (Scenario 2).
- Menu Navigation: Targets
- Same visibility rules as Scenario 1.

- Batch create targets by selecting accounts (limited to user’s data permissions).
- Edit rows/columns/cells individually.
- Auto-summarize monthly→quarterly→annual; filter by fiscal year or account name.

- Target Value Import (for large account volumes):
- New Import:
- Unique ID: Required if account names are duplicated (use exported Account IDs).
- Primary Attribute: Uses account names (skips duplicates).
- Update Import:
- Pre-select accounts via “New”.
- Download pre-filled template → Modify → Re-import.
- Primary Attribute = Target Rule + Fiscal Year + Account Name.

II. Target Value Permissions

2.1 Operational Permissions
#### 2.1.1 Edit
- Target Admins (default role) or Regular Users (if rule allows “Personal Target Modification”):
- No Edit Permission: Users cannot edit regardless of rule settings.
- With Edit Permission:
- Allowed: Users edit own targets; managers edit subordinates/department targets (including shared “Account” targets).
- Not Allowed: Users cannot edit own targets (managers can edit subordinates’/department targets).
2.1.2 Import/Export
Controlled via role permissions for “Target Values”.
2.1.3 Menu Access
Requires “View” permission for “Target Values”.
2.2 Data Permissions
#### 2.2.1 Visibility Scope
Determined by data permissions for:
- Accounts: Visible in account list → Target values visible.
- Products/Partners: Same logic as accounts.
- Employees: Includes shared “Account” data (e.g., grant sales team targets to non-sales users via sharing).

2.2.2 Visible Target Rules
Rules where user/department is in scope and user has data permissions for related objects.
III. Target Admin Role
- Frontend: Access all target rules/values (for centralized management).

- Backend: Add “Target Rules” permission via Role Management → Admin Permissions.
